INSPECT, APPRAISE, and ANALYZE update for material rarity

The INSPECT, APPRAISE, and ANALYZE verbs have been updated to give players a way to see the rarity level of their items and gemstones. Gemstones and wooden and metal materials that are very rare or extraordinarily rare must be provided for alteration services.  Extremely rare items cannot be used in alterations, unless it is something that says it is alter fodder with more specific rules.  ALTER 41, 43, and 45 have been updated.

This will hopefully make it easier for you the players to see if a material must be provided or if it is restricted in some way.  It will also tell you information on certain materials with specific exclusions, and if a material cannot take a dye.

The Gem Values on the Gem Document on the wiki has been updated with the current level table.

The metal and wood rarity follows the same order now.  We had to adjust both charts to get them to fit with each other and with the alteration rules.

But since neither was currently visible to you, it shouldn't affect anything but a few wiki pages.

Example:

It looks like this item has been mainly crafted out of adamantine, an extremely rare metal.  It cannot be used in alterations.  Adamantine cannot be added as an adornment due to its unique and innate qualities, with the exception of being used as an accent for combat items that share the material's innate qualities.
