Citizenship has been updated to note the date you acquired it. Please note that historical data for this is not available so the date will be set the first time the citizenship system interacts with your character after the change was deployed on 12/27/2022.
You can view this date by using the citizen verb. This will set your date if it hasn't been already.
Here is an example of the output:
>citizenYou currently have full citizenship in Teras Isle.Citizenship was gained on or before 10/15/2022.

Starting 04/01/23, characters must have been a citizen of the town for at least 90 days to be eligible for town WPS.
