River's Rest lies along the Tempest River where it empties into Maelstrom Bay. One of the most tolerant towns in the Turamzzyrian Empire, it was once a great city of the former Kingdom of Elanith before the fall of the Kannalan Empire. River's Rest managed to survive the fall for half a century until internal conflicts within the Council of Mages and local military led to its collapse. After it lay abandoned for several hundred years, it resurfaced as a haven for pirates and brigands. The town was willfully annexed into the empire to avoid a more hostile take over. Its citizens, some of whom were known as the "River Rats," participated in the First and Third Elven Wars. A strong earthquake in 5018 raised the Tempest Falls east of the island, cutting off the inland water routes that had previously made the town an attractive location for trade and merchanting. Still, the small island persists as an attractive base for adventurers, merchants and less savory types. Visitors will find typical town services, as well as many diversions from everyday life - a morning dip in the island's creek, quiet contemplative moments on the pier or the narrow point and a rousing evening at the Stone Eye.
